Cross-Border Healthcare/Europe ePrescription, Patient Summary
The session introduces European efforts towards implementing cross border eHealth public services. Large European programs support re-use of concepts and building blocks in a coordinated, cross-domain approach. Building on decades of experience and results from EU projects, we finally expect many services to go online by end 2019. We will discuss, how European approaches align with eHEalth activities in Austria. Are we on a different planet or does it all fit like a jigsaw?
The session will bring us on a level about the current status and activities, in short presentations from the panelists. We will then interactively discuss next steps forward, together with the panelists.

Formally created as a voluntary network on the basis of Directive on patient’s rights cross-border healthcare in 2011, the eHealth Network represents the highest decision-making body at the EU political level in the field of eHealth. So far, three EU Member States Joint Actions on eHealth were launched sequentially aiming to support the work of the eHealth Network as its main preparatory body. The one currently in place is the Joint Action to support the eHealth Network (JAseHN), coordinated by the Austrian Ministry of Labour, Social Affairs, Health and Consumer Protection. It aims to develop political recommendations and other instruments for strategic cooperation and policy alignment among the EU Members States and with the European Commission.

One key pillar of the European Commission communication is to give to Citizens secure access to electronic health records and share it cross border and use of e-prescription. For that, one ambition of the CEF eHDSI projects and the EU Community is to achieve a real use and share of Patient Summary and e-Prescription Cross-Border. The generic opensource services are the necessary implementation for data exchange at country level, with common infrastructure at EU level.

Introducing cross-border eHealth services in Europe brings many challenges. At first glance, it is easy to believe that technical challenges are the hardest, but in fact it is the semantic and pharmaceutical challenges, which are most difficult and time consuming.
In this session the eHMSEG Semantic Task Force will be introduced including its goals, plans and activities for the near future.
Lessons learnt, and how Sweden connects to Europe in the field of Semantics, will also be shared.

Cross-border electronic identification (eID) is a fundamental trust anchor for continuity of care while abroad. This session presents and evaluates the current opportunities for eID provided through harmonised pan-European frameworks, both within and aside of the eIDAS regulation. Furthermore, a brief excursion to combining and balancing eID with complimentary efficacious eIDAS Trust Services in order to satisfy the particular legal and technological requirements of the eHealth domain using means commonly available to the vast majority of European patients is undertaken.
